It is commonly understood, in the field of construction, that engineering quality control is the core and the difficult part. Since construction in different engineering fields is not the same, the ways of control vary from one field to another. However, one thing, among all the different ways, is universal. Real estate industry in China has started to boom rapidly since 1998 when Article No. 23 ended welfare-oriented public housing distribution system, simultaneously opening the big stage toward real estate marketization.
 
Real estate industry in China has witnessed great progress in years. One major aspect is the considerably high level of comprehensive control over products by the development enterprises, which is reflected by, for example, achievements in the positioning and design of overall planning, monomer facade, house type, landscape, interior refined decoration and so on. A problem that occurred in a household may be a single event compared to the whole project, however, the problem is about maximum influence to this client. Besides, it would be difficult to deal with as well as to repair and maintain. The most common situation would be: blocking or leakage from various water pipes; not enough temperature of the indoor heating system; leakage of rain from outer wall or roof; leakage from the toilet of upper story to the lower one, etc.
 
Secondly, public image is very important. A stream of people is concentrated in the key public places of the project. In other words, these parts are within close public attention. Should insignificant problems occur, though they probably wouldn’t draw complaints or claims for compensation from the clients, they will without no doubt seriously damage the public praise and brand image of the development enterprise. The scope of the damage does not limit to the project and will be lasting for a long time. These key places are, for example, the lobby, elevators, facades, gardens and landscape, the underground garage, etc.
 
Thirdly, take common problems seriously. Quality problems with high occurrence frequency, which are hard to control during the construction process, are common and hard-to-solve problems, such as water leakage of underground garage due to the defect of waterproof work, land subsidence caused by the quality of backfill work and other quality problems arising from winter construction.
 
Fourth, focus on details. Details of product mainly focus on the quality of construction drawing and are finally reflected in products, which, in many cases, are unreasonable and unscientific even if they can meet the specifications. Detail is an indispensable factor for high-quality product, including specific design in terms of size, quantity and position of switches, seamless joining between different specific work, etc.
 
Fifthly, do attach importance to service. Problems will appear intensively within a year or two after the completion of the project, and are trivial in most cases. Disputes are always arising out during the period. Therefore, a crucial step for the conduction of quality control work is to carry out the maintenance work regularly in a warm and efficient way.
 
It is a systematic work to analyse the reason behind project quality problems in the deepest way. The first step is to choose excellent partners, including partners in design, supervision, main contractor, subcontractors and suppliers of material and equipment, in which the main contractor is the key for product quality.
 
The next step, for development enterprise, is to weigh upon and make choice on some important issues in the strategic arrangement of a certain project in order to ensure the product quality. For instance, set the construction period reasonably to avoid terribly limited period and "three procedures at the same period" (survey, design and construction), conduct reasonable cost control and payment method, reduce subcontractors appropriately if conditions permitted and so on.
 
Finally, the causes of the problem root in the emphasis attached by development enterprise to its quality, management control ability and experience, and the quality and quantity of professionals of the enterprise.
